İstanbul’da serbest döviz piyasası ola­rak faaliyet gösteren paralel bir pi­yasadır. Tahtakale, 29 Aralık 1983’te yayınlanan Türk Parasının Kıymetini Koruma Kanunu hakkında 28 sayılı Kararname’den önce altın ve dövizin ser­best piyasa fiyatının oluştuğu yerdi.
